The Challenge

Colorado faces an ongoing need for foster parents, with approximately two children entering foster care each day. This need is particularly urgent for children and youth of color, who are disproportionately represented in the system, while the foster parent population does not reflect this diversity. CDHS launched the CO4Kids campaign to address this gap, with a specific focus on increasing engagement within Black communities. However, building trust and awareness in historically underserved communities requires culturally responsive messaging and authentic, community-based outreach strategies. GHG was engaged for a short-term, six-month initiative to drive targeted awareness, foster meaningful connections, and support recruitment efforts within this priority audience.

GHG Approach

GHG implemented a focused, culturally responsive outreach strategy designed to build trust and engagement within Black communities across Colorado. The team developed tailored messaging that reflected community values and addressed common questions and perceptions about foster parenting. Outreach efforts prioritized in-person engagement through partnerships with trusted community-based organizations and participation in local events.


GHG representatives attended and activated key events, facilitating one-on-one conversations and distributing campaign materials to drive awareness and interest. In addition, the team delivered targeted presentations to community groups, providing deeper education on foster care needs and pathways to becoming a foster parent.


To extend reach beyond in-person efforts, GHG supported digital engagement through targeted social media groups, ensuring messaging appeared in relevant, community-centered online spaces. This integrated approach combined grassroots engagement with digital amplification to maximize impact within a defined timeframe.
