The Challenge
The goal was to make sure Coloradans in every part of the state were aware of the open enrollment period for health insurance through Connect for Health Colorado (C4HCO), the state’s health insurance marketplace. This includes sharing messages about available financial resources, online help tools and in-person assistance sites. Messages for the media were customized by geographic market and language.
Open Enrollment in Plan Year 2026 was further complicated by the uncertainty of the extension of the federal enhanced premium tax credits and the addition of Colorado Premium Assistance, which was approved in late August 2025.
GHG Approach
GHG started by developing a comprehensive list of media outlets, including health, business and government reporters, throughout the state. We then implemented a series of releases intended to raise awareness throughout the entire open enrollment period (Nov. 1-Jan. 15). Releases in rural markets were customized with average prices and enrollment figures in those markets. Interview pitches were made to both English and Spanish media outlets in major markets. For each interview, GHG developed a briefing guide including information about the reporter’s background/area of expertise, potential questions and talking points to help prepare the interviewees. In addition, GHG prepared executives for interviews with national press, drafted op-eds and responded to media inquiries.
The Results
For plan year 2025 enrollment (covering Nov. 2024 through Mar. 2025), placed stories in 40+ Colorado media outlets including media in 17 rural markets (outside of Denver, Colorado Springs and Grand Junction) and four Spanish-language outlets
For plan year 2026 enrollment (covering Nov. 2025 through Mar. 2026), placed stories in 30+ Colorado media outlets including media in 10 rural markets (outside of Denver, Colorado Springs and Grand Junction) and three Spanish-language media outlets
